NJ Inmate Sought Warren Officials' Personal Info Through Voting Records

Convicted felon spent a year filing requests of officials from three different counties, was denied by all.

A 56-year-old man serving time in the New Jersey State Prison has been denied requests of voting records of officials from Morris, Ocean and Warren Counties after filing proper documentation for the past year.

According to dailyrecord.com, Keith Warner, serving long prison terms for violent crimes he committed in Rhode Island in the 1990s, has been filing Open Public Records Act (OPRA) requests for the voting records of some three dozen people, along with the deed of a Morris County resident.

The requests were denied, the report said, because officials allege Werner was trying to gather home addresses by learning of the officials’ voting records.

In the report, Morris County Counsel Daniel O’Mullan said there seemed to be no legitimate purpose to the requests, and that the prisoner was challenged as to the validity of the requests.

Werner’s requests included the voting records of O’Mullan, Morris County OPRA administrator Thomas Zaccone, and former Morris County Clerk John Bramhall, the report said.

Werner is imprisoned for shooting two men and a pregnant woman in Rhode Island.
