Keep our streets safe! Man out on bail for DUI-related vehicular homicide is back driving around town

Arguably the U.S. has one of the most successful judicial systems in America -however it is not without flaws.  While we laud our belief in "innocent until proven guilty", sometimes, due to the lengthy legal process, this celebrated clause means that those that will eventually be found guilty can be out free on the streets, continuing to create harm to others.

This man has been found to be under the influence.  The case seems pretty cut and dry.  Yet, as all Americans deserve, he is considered innocent until a court convicts him of a crime.  Meanwhile, he has paid bail and is on the streets driving around once more due to loopholes in the legal system that allow for delays in cases.
 Is this fair?  According to the court system of NJ it is indeed fair.  What can be done to protect our loved ones from being the next victim of a reckless individual with a substance-abuse problem?  Our government's main job is to protect its citizens.  In this case the law is protecting the accused, but unfortunately putting the rest of the community at risk for another dangerous situation.  Until this man is off the streets, the community is at risk, as a known-substance abuser is in control of a deadly weapon - his car.
